Update:
It turns out that this was a car ramming attempt. The endures guy was not ensured from a bullet. A driver heard the shots and was attempting to leave the scene and he overran the victim.
These people were not residents of the building here.
Many of the residents here on the block heard the shots at least 5 shots were fired.
The shell casings were later recovered.

The ship is already half way in Navy-yard. This white multi story section is the place where all those sailors and workmanship reside.
BH a huge monstrous gravel ship was docking into Navy-Yard in Brooklyn at around 6-630am it’s a very calculated ride. The ship moves at very low speed.* like baby steps. It takes a nice few days to unload * the ships have 4 huge forks to grab the gravel and load onto the cement company flat surface which eventually becomes a huge mountain. While dump trucks are piled up in line nearby, waiting for their chance for an upload.
